1:15 pm - 2:15 pm - Howard Belodoff, attorney for the plaintiffs in Martin v. City of Boise kicks off the afternoon in a plenary held in conjunction with the Montana Law Review's Browning Symposium. Belodoff will address the legal issues involving the hot topic of housing and the U.S. Supreme Court's decision in City of Grants Pass v. Johnson, which overruled Martin ealier this year. - 2:30 pm - 3:30 pm - William Bay, President of the American Bar Association and Dan Cotter, President of the National Conference of Bar Presidents are joined by State Bar of Montana President-Elect Toni Tease in a timely conversation about the role of lawyers in society. - 3:45 pm - 4:45 pm - The afternoon will conclude with a Candidate Forum featuring all four candidates running for the Chief Justice and Associate Justice positions on the Montana Supreme Court. This seminar will show how attorneys can enhance their professional effectiveness, career advancement and personal lives by improving their “emotional intelligence” (aka, “EI”), which is the ability to read and manage emotions. EI has been proven to strengthen empathy, communication, conflict resolution, problem-solving and negotiation skills, as well as the ability to navigate ethical challenges. We will examine some of the “dark sides” of emotional intelligence and introduce an enhanced “value-driven” form of EI called “relational wisdom,” which incorporates individuals’ personal values to provide a moral compass. We will also explore guidance from the ABA on how attorneys can assist clients who prefer to resolve legal issues through faith-based alternative dispute resolution systems. Attendees will receive full scholarships to two online courses they can use to improve their emotional intelligence and conflict resolution/ADR skills.

1:15-2:15pm: Zoning and Housing Policy Panel: This panel includes former Whitefish city planner Bob Horne, Missoula City Councilmember Gwen Jones, Missoula County Commissioner Josh Slotnick, and attorney Jesse Kodadek. The panel will focus on local government’s efforts to curb the crisis, and litigation arising from these local ordinances and state legislation. 2:30-3:30pm: Housing in Indian Country: This panel includes MLSA tribal attorney Kathryn Van Horn, Blackfeet Tribe Chief Judge Bryan Dupuis, and Enterprise Native American Housing Program director Tonya Plummer. This panel will focus on the unique housing challenges impacting Indigenous communities, and the results of those challenges. 3:45-4:45pm: Housing and Human Rights: This panel includes Municipal Court Judge Eli Parker, Professor Hilary Wandler, and two MLSA attorneys who work in housing, domestic violence, and elder law. This panel will focus on housing injustice for marginalized groups, and how the crisis impacts the kind of work the attorneys and judge do.
